Public Works: Street Division

Our Mission

The mission of the East Alton Public Works Street Division is to provide quality service and customer service to village residents. The Street Division has 6 employees and some part-time employees when needed. The division is responsible for snow removal, street and sidewalk repair, animal control, village vehicle maintenance, sanitary sewer, storm sewer cleaning, and street signage. As residents you can help us if you see a problem or have a problem related to these services, please contact our office. Thank you.


The Drop Off Center is open to village residents only. Residents must show proof of address. No commercial dumping is allowed at the Drop Off Center. The Drop Off Center is located at 331 Playground Court (4th & Playground Court behind the Municipal Garage). Operating Hours are:

  • Monday through Friday 7 AM-3 PM (STOP at front of Municipal Garage for admittance)
  • Saturday 8 AM-Noon (See attendant at gate spring through fall)
  • CLOSED on Sundays and holidays
  • NO winter Saturday hours

The Village of East Alton does NOT routinely pick up bulk items, junk, and rubbish are not acceptable for garbage pickup. You are responsible to haul these items to the Drop Off Center and purchase appropriate load tickets.

Items may be brought to the Drop Off Center for disposal (See Fee Schedule):

  • Bulk items (sofa, chairs, refrigerators, washers, dryers, mattresses, etc.)
  • General rubbish and junk not suitable for placing out with garbage pickup

NOTE: The Drop Off Center will NOT accept tires, shingles, car parts, concrete, hazardous materials (oil, paint, asbestos, etc.). Debris from work you contracted out will not be accepted. Make sure your contractor knows he/she must remove all waste to a proper landfill. Large renovation projects require you to provide your own dumpster services.

Load Tickets must be purchased in the Building & Zoning Code Enforcement Office, 232 Church Street during normal business hours (Monday-Friday 8 AM-5 PM). SATURDAY ONLY: Load tickets may be purchased at the gate of the Drop Off Center. Building & Zoning Office Phone: (618) 259-1185.


The Village Garbage & Recycling service will collect both garbage and recycle in your normal pick-up area (curbside or alley). For bulky items and yard waste, the drop-off center is available for all village residents. For questions about the drop-off center, please call (618) 259-1185.

Garbage Hauling Schedule

Garbage Regulations

  1. Garbage shall be in plastic garbage bags, tied, and placed in a garbage can with a tight-fitting lid.
  2. Garbage and recycles shall be at the alley/street curb by 6:00 A.M. (may be set out the night before).
  3. Garbage cans and recycle totes shall be removed from the public right-of-way (alley or street curb) within 24 hours after collection.
  4. Garbage cans shall not be over 96-gallon capacity and contents shall not exceed 75 lbs.
  5. Open-end barrels of any size are not approved and will not be picked up.
  6. Do not set out any liquid waste. All paint cans must be totally dry.


Please note, the Village of East Alton recognizes the following holidays:

  • New Year’s Day

  • Memorial Day
  • Independence Day
  • Labor Day
  • Veterans Day
  • Thanksgiving Day
  • Christmas Day

**If a holiday falls on a Sunday-Thursday, all trash pick-up from the holiday on will be pushed back one day and there will be no recycle pick-up that week. If a holiday falls on a Friday-Saturday, trash pick-up will not be affected, but there will be no recycle pick-up that week.

We encourage the use of the Curbside Recycling program (No charge). You may, however, continue to bring recyclable items to the Drop Off Center. Items to recycle include:

  • Mixed office paper, newspaper, junk mail
  • Chipboard (cereal boxes, etc.
  • Magazines & catalogs
  • Cardboard (broke down flat)
  • Aluminum & tin cans
  • Glass bottles (green, amber, clear)
  • Plastic milk, soda & water bottles (#1, 2, 3, 4, 5 & 7 in the recycle symbol)
  • Colored HDPE (detergent, bleach bottles, etc.)

Biodegradable bags will continue to be picked up curbside or alley side (No Charge). You may, however, continue to bring yard waste to the Drop Off Center. Residents may bring leaves to the village garage Monday through Friday from 7 AM-3 PM and Saturday from 8 AM-Noon and place them in the dumpster for yard waste. Yard waste includes:

  • Yard rakings (leaves, grass, twigs, NOT TRASH)
  • Hedge & bush trimmings
  • Small branches & limbs
  • Garden waste (trimmings, dead vegetation)

Call Public Works at (618) 259-8069 regarding larger limbs for removal procedures. NOTE: Tree and landscape contractors must haul off all waste to a proper landfill.

Bagged leaves will be picked on Mondays from October 1 through December 31 (weather permitting). Leaves must be in “biodegradable bags” only. The bags are available at Ace Hardware, Wal-Mart, and other department stores.

Residents can burn leaves on their property, but the Village requests residents not rake leaves onto the streets or burn them there. The Street Department also requests that residents not rake leaves into the gutters as it causes blockage in the storm drains when it rains. Leaves can be burned from October 1 through March 31 from 8 AM-5 PM.

If using the yard waste dumpster, please take the leaves out of plastic bags or boxes. Such containers hinder the yard waste recycling effort.

The Village provides snow removal for cleaning the driveway approach for the elderly and handicapped citizens. To become eligible for this program, please contact the Municipal Garage at (618) 259-8069. This service will be provided after the snowplow crews have cleaned the village streets.

Remove all vehicles off the snow routes when accumulation exceeds two inches. Please try to move vehicles from the street as soon as possible even if it is not a snow route so the street can be cleaned curb to curb to help in parking problems. It is also suggested that all residents wait until the streets have been cleared of the snow and widened out before you clean your driveway approaches.

Contact the Municipal Garage at (618) 259-8069 for animal-related issues, such as stray dogs or cats. Hours are 7 AM-3 PM Monday through Friday, excluding holidays. After hours, in an emergency, such as a dog bite case, contact the Police Department at (618) 259-6212.

Dog and cat inoculations have been held at the end of April or the beginning of May. Please check the event calendar for the date.
